Mike,

Bike inspections in VA are done at inspection stations like cars except they
usually need you to be on hand to operate signals, horn, brake light, etc..
Some inspectors also ride so you can drop the bike off and car pool to work.
Call ahead to make sure they can take a bike. I usually ride into a local tire
dealer early in the morning and wait for them to fit me in. I think the bike
needs to be registered at DMV before the inspection. I don't think local police
enforce inspection stickers on out of state vehicles.
