Yes, remove the shield first. use carriage bolts so the heads wont stick out and
hit the shield when it goes back on. the noise disappeared because of the
slight deformation of the can. it either closed the gap inside or increased it.
either way it fixed it!

It is not exactly clear to me what drilling holes throught the muffler and then
putting bolts through them actually does to change the muffler, but if it works
and makes people happy I guess it is ok.
