Yes, over on the PC800 UK forum where I first saw this rack mentioned, he
responded that the lower shelf was for extra storage for those who needed to
strap tents, camp stoves, etc. on their bike.

It is far more common for European 'cyclists to go on tours & camp than here:
probably something to do with a combination of urban life & wanting to spend
more time outside, the higher cost of fuel & the desire to economize on hotel
stays.

I like the look of the bigger rack w/ the extra shelf, but I don't think I'd use
it enough to justify the added cost. I'm thinking STRONGLY about adding the
newer, smaller rack to my PC tho', but do prefer the looks of the original grab
handles. Maybe as an Xmas present to myself? Who knows...
