I was going by distant memory. After looking it up, I see it applies to an
antique vehicle section 12-208 (a-1).

I think in the case of that specific motorcycle, the light was an interior light
and therefore not under the jurisdiction of any vehicle code. This assumes the
direct light was not on the exterior of the vehicle. For instance, reading lamps
of any color are not regulated. I have lights all over the interior of my
motorhome. During Christmas, there is a tree that is lit. Its not under their
jurisdiction, as the regulation only applies to exterior lights. My dashboard in
my Jeep is blue and can be seen from the exterior of the vehicle. The GPS has
all kinds of colors.
