Bike won't start

Can the outlet of the tank get clogged with something? I can feel the plastic
hose leading to the fuel pump under the left side of the trunk lid when it's
open and it I feels kind of limp- like it's empty.
The only way to look at that is by removing the center cover I guess and getting
to the fuel tank.
Is there a strainer inside the fuel tank at the outlet tube?
