Electrical issue

'90 PC with 52k miles and the "hot wire mod" for the past 10 years or so.  Turned the ignition on and read 12.7 on the voltmeter.  Pressed start and the bike went completely, electrically dead.  Now, if I turn the key just right - not quite fully on, I can get the 12.7V reading bur still the bike is dead.  With the key "on," no reading displays and all is dead.  I checked the 30A fuse - good.  Checked the fuse in the hot line to the battery, also good.  I see there's a 10A sub-fuse that, in the service manual, looks like it's under the trunk release lever - or maybe it's in the vicinity of the r/r.  Any ideas?  Thanks in advance.
