The hole in the horizontal piece is that attachment point for the
optional bracket that David mentioned. There is one on each side. The
bracket runs down to attach to the end of the grab rail on each side.
The idea is to provide additional strength for the rack and to take some
of the strain off the backrest brackets.
Holler if that isn't clear.
P.S. When I get the prototype, I'm going to mount it and the optional
brackets and take some pictures. They will be available ASAP. That
should help.
