No. It wasn't intended for that.

The original Reid rack had about a 10 pound limit. This one should be
about the same.

At various times, I've carried a stuff sack with cold weather gear, a
weeks worth of clothing in a small bag, camping gear (tent, cot, etc.),
boxes, etc. with no problems whatsoever.
