Electrical issue

It has returned!

Went to start it this morning and the instrument panel lights were
all lit. Hit the starter and heard a click and then nothing. No
lights, nothing. I had replaced the battery when the problem first
appeared, and put the battery tender on it. The green light was
flashing within a few minutes, indicating 80+% charge, so the battery
is not the issue. Checked all the main fuse again and it was okay.
Turned on the switch again and the instrument panel lights came back
on. Tried the starter again and it shut down again. Ignition switch
of and on several times, but no instrument panel lights.

Every once in a while, the lights will come on with the switch - as
if there's some sort of timer or reset that is occurring - but then I
hear a single click from the starter relay and nothing.

Anyone else having this issue?

PS I had noticed a week or so ago, that when I parked the bike and
turned the handlebars to the left, that I'd get a flicker from the
headlight. Turning the handlebars back and forth, I could make it
happen consistently until I found the headlight wires that seemed to
be causing the problem. I wire tied them to another group of wires,
and the light flicker disappeared, but I don't know if this could
somehow be related to my starter problem.
