Carb balancing - how hard is it?

I built mine & affixed it to a board to be left hanging in the garage. Over time
the ATF settled itself into place. Of course I constructed mine in the dead of
winter but I am sure in the heat of summer it may settle in quicker.

In the directions it talks about applying vacuum to the petcock hose (I think) &
then pinching it off. Never really understood the mechanics behind this since it
looks like it would leave a vacuum port open. How critical is this & why does
this need to be done?
