Problems with my PC

The fuel tank can be completely drained if you remove the hose that runs from
the bottom of the tank. It sounds like your old gasoline was well on its way to
become varnish so you may have to remove the carbs and do a thorough cleaning.
Varnish in the carbs will partially or completely plug the jets (fuel metering
orifices) and starve the engine of fuel. Varnish could have also caused the
vacuum slides to become stuck in the down position, leading to low revs no
matter how much you open the throttle. Check the vacuum diaphragms on the
slides for any holes or tears.
