Twist throttle won't return with grip puppies installed?

On the front of the right handlebar, about 150mm (5-7/8") in from the end is a
3mm (1/8") hole; there is a corresponding hole in the front throttle housing
half. My measurements are from a '96's handlebar, but its the same on a '90; I
can't say whether we can assume that the '89's is the same - '89 uses the same
part numbers for the throttle housing halves, but it does have a different part
number for the handlebars. Here are a couple of picture where I have highlighted
the hole by drawing a white circle around it:
