Mixing bias ply & radial tires

Man, I genuinely hate to kick this hornets nest, but I am just curious. Is this
mod something that is done to reduce running costs, or is there another reason
behind it?

And all disclaimers apply, this is purely peoples opinions, etc., I know.

wheeled(or more) vehicles is a different story, as all 4 wheels are braked
