Strange VIN number

I was actually getting the feeling that the bike was a US import, and the local
registration agency typed the first series of numbers they found into their
terminals :)

2 points I don't understand, if you could explain :)

- What is the A/AC bit (I guess it ain't Air Conditioning ;)
- The engine serial numbers for California and except California seem to collide
(RC34E-2000070 ~ 2006665 and RC34E-2000064 ~ 2006659 for example). Is the only
way to differentiate between them the frame number (340/341) ?
